Overview

The Mortgage Quality Control (MQC) Servicing is a function of the overall MQC program to ensure that mortgage servicing operations are adhering to relevant laws, regulations, prudential regulatory agency and investor guidelines.  The Senior Compliance Risk Analyst II – Mortgage Quality Control is primarily responsible for conducting loan servicing reviews to ensure that mortgage servicing compliance is maintained, quality standards are met, corrective action is implemented, and controls are functioning as expected.  In addition, the senior analyst II will act as subject matter expert for the MQC Servicing Team and provide training, support, and assist in reviewing work performed by the MQC servicing analysts.

The MQC Servicing team is part of the Fair and Responsible Banking and Compliance (FRBC) department, and this position will report directly to the Director of Fair and Responsible Banking. The Senior Compliance Risk Analyst II – Mortgage Quality Control analyst will work closely with the Lines of Business, IT, Compliance, Legal, and other risk partners in the development and execution of the MQC program. The role requires knowledge of and experience with federal banking laws/regulations and mortgage investor (Fannie Mae, Freddie Mac, FHA, HUD, Ginnie Mae, VA, etc.) requirements and familiarity with mortgage operations.

 

Responsibilities

  • Interface with senior levels of management on all aspects of compliance testing. Works under minimal supervision and from verbal and/or written instructions. Applies advanced skills in areas of specialization. Has the ability to handle issues that are complex, refers more difficult questions and problems to senior staff. 
  • Assist in all phases of MQC testing and ensures established timeframes are met. 
  • Conduct monthly reviews on delinquent loan servicing, loss mitigation, bankruptcy and foreclosure activities to ensure compliance with agency and regulatory requirements.
  • Evaluate the quality of loan servicing activities and determine the root cause of any deficiencies and identify potential and internal and external control weaknesses.
  • Effectively communicate with management and the lines of business patterns of deficiencies with respect to servicing process and personnel.
  • Document all findings into the issue management system of record and tracks and validates completion of corrective action plans.
  • Prepare initial MQC servicing reports accurately and ensure compliance with reporting requirements. Reporting should include risks and root causes to be provided to management.
  • Execute reviews in accordance with risk management principles.
  • Assist in reviewing and validating third-party reviews and provide credible challenge to ensure output meets FRBC compliance testing standards.
  • Stay abreast of changes in laws, regulations, and industry best practices related to mortgage servicing.
  • Assist in cross-training and developing MQC Servicing Analysts and reviewing test reports.
  • Serve as a knowledge resource for the MQC team and be a backup for the other MQC analysts.
  • Perform additional duties as assigned.

Qualifications

  • Bachelor’s Degree in a business-related field is preferred and three years mortgage quality control in servicing or comparable environment. A combination of education and experience may meet job requirements.
  • Excellent knowledge of federal and state banking, mortgage regulations and mortgage investor (Fannie Mae, Freddie Mac, FHA, HUD, Ginnie Mae, VA, etc.) requirements.
  • Excellent verbal and written communication skills with the ability to communicate effectively with various stakeholders.
  • Experience in delinquent loan servicing, loss mitigation, bankruptcy and foreclosure activities.
  • Certified in Mortgage Regulatory Compliance (NAMU®-CMRC) or similar mortgage certification.

  • Master’s Degree in a business-related discipline and two years mortgage quality control in servicing or comparable environment. A combination of education and experience may meet job requirements preferred.
  • Proven knowledge of residential mortgage servicing practices and processes, along with expertise in investor and regulatory compliance preferred.
  • Previous experience with regulatory and issues change management related to MQC preferred.
